Why?
UFE showing upsell by listening to cart or checkout button clicks and take control of the next action ( which is obviously showing upsells. ).Cart Drawer / Slide Cart
In the case of Cart drawer apps / Cart drawer of theme, then the entire cart drawer is in the apps control so we have limitations to show discounts in the cart drawer
Sticky Cart
If you are using Sticky cart apps, it will be in control of their add to cart / checkout button. Which
